A Competency Framework for Governance (DfE)
The Department for Education have put together a competency framework for governance based on best practice. The framework sets out the competencies needed for effective governance. It is non-statutory guidance and should be read alongside the Governance Handbook, particularly the section explaining the key features of effective governance. Academy trusts should also refer to the Academies Financial Handbook.
The framework is applicable to all boards in proportion to the scale and complexity of the organisation they are governing. Boards will need to consider which knowledge and skill areas outlined in the framework are most important for their context. They will also need to determine the extent to which it applies to any committees they have appointed, including within multi-academy trusts to any local governing bodies, depending on the range of functions delegated to them.

Published Information on School and Academy Websites - 2016
Every maintained school must publish specific information on its website to comply with ‘The School Information (England) (Amendment) Regulations’. Revised guidance about the information that must be published can be found via the www.gov.uk website using the following ‘Link’.
If you are an academy or free school, you will need to check your funding agreement to find out what you should publish on your website; however, the Department for Education has provided an overview which can be found via the www.gov.uk website using the following ‘Link’.

Bolton Governance Gateway
The Bolton Governance Gateway provides a secure and modern way for governors and trustees to access their meeting documentation online using an internet enabled device such as a laptop, tablet or mobile phone.
Invitations to meetings and updates are also supported through the system as well as access to other relevant documentation such as delegation structures, terms of reference and calendars.
The new service, developed by the Bolton Governor Services Team, will be launched in Spring 2017. Further information may be downloaded below.
Clerking and Support Survey 2016 - Feedback
In spring 2016 a consultation exercise was undertaken to seek the views from head teachers and chairs of governing and trust boards that accessed support via the Clerking and Support Service Level Agreement. The questions related to service delivery in order to ensure that the service provided was consistent with the Service Level Agreement and expectations of governing and trust boards.
Overall the responses were extremely positive and the team would like to thank all those chairs and head teachers who took the time to respond. A summary of the feedback may be downloaded below.
Academies Financial Handbook 2016
The Education Funding Agency has revised the Academies Financial Handbook.
This handbook is a key document that sets out the financial framework for academy trusts reflecting their status as companies, charities and public bodies. It balances requirements for effective financial governance and management of funds, with the freedoms that trusts need over their day-to-day business.
Bolton Governance Surgeries
As part of the development of services for governance in Bolton, the Governor Services Team has identified an additional means of support in order to advise and support governors, trustees and school leaders. The aim is to introduce a number of ‘Governance Surgeries’ drop in sessions, available for individuals or groups of governors and trustees to attend in order to receive advice and guidance on either general issues or very specific issues pertaining to their own board or school.
The Surgeries will be held on the last Friday of every calendar month at the Bolton Science and Technology Centre, whereby support can be drawn from an appropriate Governor Services Team Lead or Manager. The first Governance Surgery will be held on Friday 30 September 2016. Bookings can be made by contacting the Team on email@example.com. Further information may be downloaded below.
National Database of Governors and Trustees
The recent white paper 'Educational Excellence Everywhere' sets out the Department for Education’s plans to implement a national database of all those involved in governance by extending the information collected via the 'Edubase' system from 1 September 2016. This is part of the Governments drive to increase transparency on who governs our schools. It will enable the Department to more quickly and accurately identify individuals who have a role in governance. It will also help boards as well as the Department to identify more easily where individuals govern in more than one context. Schools are expected to populate the information on the 'Edubase' system via their secure access account.
Information will be provided via the Governors Services Team through autumn term briefing sessions and governing and trust board meetings.

Schools Causing Concern Guidance 2016The Department for Education has revised the guidance 'Schools Causing Concern' , which explains how regional schools commissioners and local authorities will use new powers to improve underperforming schools. The updated guidance explains how changes from the education and adoption act 2016 affects schools.A copy of this guidance may be downloaded from the original guidance at the following LINK
Schools Financial Value Management Standard (SFVS) 2016
The Schools Financial Value Management Standard (SFVS) helps maintained schools to manage their finances and to provide assurance to the local authority that they have secure financial management in place.
As governing bodies have formal responsibility for the financial management of their schools, the standard is primarily aimed at them. Local authority maintained schools are required to submit the SFVS annually to the authority by 31 March. Local authorities use this information to inform their programme of financial assessment and audit. Other schools are welcome to use this guidance and any of the other material associated with the standard.
The assessment material and associated resources were amended in April 2016.
